According to publicly available information obtained under Right of Access to Information Act 2017 through Appeal No.4400-01/2025 ( Azmat Khan VS Ministry of Federal Education and Professional Training) this MoU outlines collaboration between the Ministry and the federation of religious seminaries (madaris), with particular emphasis on the formulation of policy for the regulation and facilitation of religious education institutions. The agreement is also understood to include provisions for facilitating foreign visits and scholarships for madrassa students. Given the importance of transparency in public policy and education, I am requesting the following information in the public interest:
- certified copy of the signed Memorandum of Understanding (MoU) executed between the Ministry of Federal Education and Professional Training and Al-Ittihad Tanzeem-ul-Madaris Pakistan, including all annexures, appendices, or supplementary documents.
- Details of the policy framework (if developed or in draft form) arising from this MoU, particularly relating to:
A. The regulation and smooth running of religious seminaries (madaris) in Pakistan;
B. Administrative oversight or collaboration mechanisms between the Ministry and madaris;
C. Any monitoring, registration, or standardization systems introduced as part of this initiative.
- Any officially approved or proposed criteria for foreign visits by students or representatives of madaris, including:
A. Selection criteria,
B. List of sponsoring countries or institutions,
C. Oversight and reporting mechanisms to the Ministry. - Policy and procedural framework for scholarships intended for madrassa students under this initiative, including:
A. Eligibility criteria and selection process;
B. List of available scholarships (local or foreign);
C. Budgetary allocations, if any,
D. Ministries, departments, or donor agencies involved. - Relevant minutes of meetings, inter-departmental correspondence, or official notifications related to the above matters, especially if they contributed to the development or implementation of policies post-MoU signing.
- Any inter-ministerial or inter-agency agreements that supplement or support the provisions of this MoU.
